i would like to get an m-16 for the fun of it...i have a couple AR-15s. is it possible just to get a lower for a m-16 and put whatever upper i want on it or do i have to buy the gun complete?

Technically the lower *IS* the firearm since it is the serial numbered part. Expect to pay out the wazoo for a transferable full auto lower.

You can buy a 'registered receiver,' 'registered sear' or a 'registered auto-disconnector (lightning link)' and be in business.

I thought China had the internal organ market cornered. But then again...
you get what you pay for, so if I was buying a kidney, I'd want an 'merican one. You know made 'merican tuff. :D

Cheapest full auto you're going to find is a MAC style gun. I paid $2400 for my M11/9, expect to pay about $7000 + for a DIAS or Lightning Link for your AR....

Yep. And the cost would be broken down as follows, depending on what sort of deals you might wrangle:

Stripped lower = $125.00

Full Auto parts kit = $75.00

Registered DIAS = $7,500.00

NFA Tax Stamp = $200.00

Engraving = $35.00

Total = $7935.00

You can't touch a DIAS for 7500. A lightning link can be bought for that but last I checked a DIAS is around 13,000. Meaning the full auto stripped lowers that are going for around 9000-10000 right now would be the best option. I couldn't pay 7500 for a lightning link and stand to use it all the time. Might buy as a collector's piece, but I don't think they are durable enough for long term use.
