It is, but CMP was created by an act of Congress. They don’t play by the same rules everyone else does. Even in California.

The south store is in Anniston, Alabama and is worth the trip. You get to pick out what you want instead of the luck of the draw.

I read the C&R post but I have a question, as a C&R seller what checks or paperwork are you required to do besides the "book" on who you're selling to or is it like a face to face gun show deal? And I assume this gives the ATF access to your home at their discretion to inspect .

C&R is not a license for selling guns. You are responsible for logging the gun and keeping track of any transactions. You can’t do a background check because you don’t have the ability to. You can sell and ship to other C&R holders. If the person does not have a C&R it is like any other firearm.
No, having a C&R does not open your home to a surprise inspection by the ATF. They can make an appointment to check on you or your book, but I have never heard of them doing so with a C&R holder.

Actually, surprisingly, it happened a friend of the family recently. He's kinda the one that got me interested in getting my C&R license. Of course, he had everything in order and it was just a brief visit, but apparently it happens on occasion.

Nope, no surprise inspections. It must be scheduled. And your bound book is your only required documentation. Everything else is performed as normal. No background checks, no paperwork. Just bear in mind the bound book is an official document and it has to be filled out accordingly with the info of who you bought or sold the firearm to.
