  The dashboard cam of a police cruiser shows a speeding Officer Jason Anderson pass on the <a href="http://www.connpost.com/ci_13807681" target="_blank">right side</a> of the road and barrel into Ashlie Krakowski and David Servin as they made a left-hand turn. Servin died at the scene. Krakowski died later at the hospital.<br />
  Anderson was driving <a href="http://www.courant.com/news/local/statewire/hc-ap-ct-cruiser-crashnov18,0,6594284.story" target="_blank">94 mph</a> and did not have his lights or siren on.  Even worse, the officer was <a href="http://www.whec.com/news/stories/S1260542.shtml?cat=572" target="_blank">not responding to a call</a> and had no reason to be speeding.<br />
  The officer has been charged with manslaughter but is on <a href="http://www.baltimoresun.com/health/sns-viral-teen-crash-story,0,6228529.htmlstory" target="_blank">paid leave</a> from the department.<br />

LaVERGNE, Tenn.—A LaVergne man told police he believes two would-be robbers followed him home. He became suspicious when he saw them drive up with no headlights and one of them come toward him with a gun.<br />
<br />
&quot;He lifted up a firearm -- it appeared to a chrome pistol of some sort -- and he pointed it at me and demanded I take everything out of my pockets,&quot; said the man, who did not want his name used.<br />
<br />
But what the potential offender didn't know was the victim had his own gun and fired first. He had recently purchased the gun and was planning on practice shooting earlier that day.<br />
<br />
The two teens, 19-year-old Shane Singleton and 17-year-old Tevin Battle, were quickly arrested after neighbors called police because they heard gunshots.<br />
<br />
&quot;They just happened to rob the wrong guy,&quot; said LaVergne Police Chief Ted Boyd. &quot;These suspects are lucky that they didn't get shot.&quot;<br />
<br />
Boyd said the victim had every right to do what he did.<br />
<br />
&quot;People have the right to defend themselves if they are in fear of bodily harm or death,&quot; said Boyd.<br />
<br />
Both are repeat offenders, and the 17-year-old was tried and convicted as an adult in Nashville for a similar crime.<br />
<br />
&quot;Both of them are on probation at this time,&quot; said Boyd. &quot;We know the adult's on probation, he's told us, for 12 years for especially aggravated robbery.&quot;<br />
<br />
The victim said he would not have done anything differently.<br />
<br />
&quot;It could have been a situation where it could have been me,&quot; he said. &quot;The suspects could have gotten away and hurt someone else in the subdivision.&quot;</div>

 COLUMBIA, SC (AP) — South Carolina shoppers will get a second chance to buy tax-free guns.<br />
 The state Revenue Department sent out a reminder Wednesday of the upcoming &quot;Second Amendment Weekend.&quot; The 48-hour tax break begins just after midnight the Friday after Thanksgiving.<br />
 Shoppers will pay no state or local sales taxes on handguns, rifles and shotguns, which can total 9 percent. Taxes still apply to ammunition and accessories.<br />
 South Carolina had the nation's only tax holiday on guns last year. Legislators tacked it on to a tax break on energy-efficient appliances, then restored it in the budget this year.<br />
 Louisiana followed with a sales tax holiday for hunters in September. That break went further, applying to any item that can be used for hunting or fishing.</div>

PERKASIE, Pennsylvania (Reuters) – Carin Froehlich pegs her laundry to three clotheslines strung between trees outside her 18th-century farmhouse, knowing that her actions annoy local officials who have asked her to stop.<br />
 <br />
Froehlich is among the growing number of people across America fighting for the right to dry their laundry outside against a rising tide of housing associations who oppose the practice despite its energy-saving green appeal.<br />
 <br />
Although there are no formal laws in this southeast Pennsylvania town against drying laundry outside, a town official called Froehlich to ask her to stop drying clothes in the sun. And she received two anonymous notes from neighbors saying they did not want to see her underwear flapping about.<br />
 <br />
&quot;They said it made the place look like trailer trash,&quot; she said, in her yard across the street from a row of neat, suburban houses. &quot;They said they didn't want to look at my 'unmentionables.'&quot;<br />
 <br />
Froehlich says she hangs her underwear inside. The effervescent 54-year-old is one of a growing number of Americans demanding the right to dry laundry on clotheslines despite local rules and a culture that frowns on it.<br />
 <br />
Their interests are represented by Project Laundry List, a group that argues people can save money and reduce carbon emissions by not using their electric or gas dryers, according to the group's executive director, Alexander Lee.<br />
 <br />
Widespread adoption of clotheslines could significantly reduce U.S. energy consumption, argued Lee, who said dryer use accounts for about 6 percent of U.S. residential electricity use.<br />
 <br />
Florida, Utah, Maine, Vermont, Colorado, and Hawaii have passed laws restricting the rights of local authorities to stop residents using clotheslines. Another five states are considering similar measures, said Lee, 35, a former lawyer who quit to run the non-profit group.<br />
 <br />
'RIGHT TO HANG'<br />
 <br />
His principal opponents are the housing associations such as condominiums and townhouse communities that are home to an estimated 60 million Americans, or about 20 percent of the population. About half of those organizations have 'no hanging' rules, Lee said, and enforce them with fines.<br />
 <br />
Carl Weiner, a lawyer for about 50 homeowners associations in suburban Philadelphia, said the no-hanging rules are usually included by the communities' developers along with regulations such as a ban on sheds or commercial vehicles.<br />
 <br />
The no-hanging rules are an aesthetic issue, Weiner said.<br />
 <br />
&quot;The consensus in most communities is that people don't want to see everybody else's laundry.&quot;<br />
 <br />
He said opposition to clotheslines may ease as more people understand it can save energy and reduce greenhouse gases.<br />
 <br />
&quot;There is more awareness of impact on the environment,&quot; he said. &quot;I would not be surprised to see people questioning these restrictions.&quot;<br />
For Froehlich, the &quot;right to hang&quot; is the embodiment of the American tradition of freedom.<br />
 <br />
&quot;If my husband has a right to have guns in the house, I have a right to hang laundry,&quot; said Froehlich, who is writing a book on the subject.<br />
<br />
Besides, it saves money. Line-drying laundry for a family of five saves $83 a month in electric bills, she said. <br />
 <br />
Kevin Firth, who owns a two-bedroom condominium in a Dublin, Pennsylvania housing association, said he was fined $100 by the association for putting up a clothesline in a common area. <br />

&quot;It made me angry and upset,&quot; said Firth, a 27-year-old carpenter. &quot;I like having the laundry drying in the sun. It's something I have always done since I was a little kid.&quot; <br />

The vote for cloture was a victory for the Obama administration and Senate Democrats who sought to push the nomination forward, and <a href="http://washingtonindependent.com/67996/sessions-will-vote-to-block-david-hamilton" target="_blank"><b><font color="#09427c">a loss for Sen. Jeff Sessions</font></b></a> of Alabama, the ranking Republican on the Senate Judiciary Committee, who tried to block cloture and keep a vote from coming to the Senate floor.<br />
The official roll call hasn’t been posted yet, but according to People for the American Way, which has been following the Hamilton nomination closely and pushing for a vote, the following ten Republican Senators voted with all Democrats to support cloture: Lamar Alexander (Tenn.), Saxby Chambliss (Ga.), John Cornyn (Texas), Orrin Hatch (Utah), Richard Lugar (Ind.), John Thune (S.D.), Judd Gregg (N.H.), Olympia Snowe (Maine), Susan Collins (Maine) and Lisa Murkowski (Alaska).</div>

SEATTLE —  Seattle police say a man who thought he was a ninja was impaled on a metal fence when he tried to leap over it.<br />
<br />
An officer who was looking for an assault victim nearby Monday night heard the man screaming for help.<br />
<br />
Police supported him to prevent further injuries until medics arrived and took him to a hospital, where he was in serious condition in intensive care on Tuesday.<br />
<br />
Police spokeswoman Renee Witt wrote in a department Web site posting that officers thought the man might have been involved in the reported assault, but he insisted he was just a ninja trying to clear a 4- to 5-foot-tall fence.<br />
<br />
Witt says the man was &quot;overconfident in his abilities,&quot; and that alcohol likely played a role.<br />

			<content:encoded><![CDATA[<div><b>Tennessee might release as many as 4,000 non-violent felons, possibly even including people convicted of drug dealing or robbery,</b> under a plan outlined Monday by the Department of Correction to deal with the state’s budget crisis.<br />

Correction Commissioner George Little said the department would have no choice but to recommend early release of inmates if it were to implement the budget cuts called for by Gov. Phil Bredesen. The department has already squeezed out savings and left approximately 300 positions unfilled, and it is relying heavily on federal stimulus funding in its current budget, he said.<br />
<br />
“This isn’t scare tactics,” he said. “We’ve got to make ends meet. … We would not propose these sorts of very serious and weighty options if we were not in such dire circumstances.”<br />
<br />
Bredesen, who does not have to submit his budget plan until Feb. 1, did not commit to the plan.<br />
<br />
“If you were going to take that dramatic step, I would only want to do it with the assurance that I got the budget savings I would expect,” Bredesen said.<br />
<br />
The plan, which Little described on the first day of state budget hearings, would involve releasing prisoners from local jails, saving the department in per diem expenses.<br />
<br />
To meet Bredesen’s goal of cutting 6 percent, or $35 million, from the Department of Correction’s budget, as many as 2,155 inmates held in local jails would need to be released, Little said. Another 1,078 prisoners from would need to be released from the state’s jails if Bredesen were to call for an additional cut of 3 percent, as the governor has indicated he might do.<br />
<br />
Alternatively, the department could close one or two of the state’s 14 prisons, a move that would result in the release of about 4,000 felons. Such a move would likely result in the release of more dangerous criminals, but it would prevent local sheriffs, judges and district attorneys from replacing inmates who were released with other criminals.<br />
<br />
In either scenario, the department would aim to release inmates who had committed Class C, D or E property crimes. Class C felonies include crimes such as drug dealing, bribery and simple robbery and carry a sentence of three to 15 years. Class D and Class E felonies are less serious crimes.<br />
<br />
The state currently has about 19,700 in its prisons, but the department already had plans to reduce that population to 18,500 inmates with the closure of the state prison in Whiteville at the end of next year. Most of the budget for that facility had come from the $48 million in federal funding that the department is getting during the current fiscal year — money that will largely disappear once the stimulus program has run its course.<br />
<br />
“We’ve, frankly, exhausted all of our options other than, frankly, prison population management,” Little said.<br />
