NIB Glock HERA conversion. This conversion turns your small caliber (9mm or .40) Glock into a SBR. All NFA rules apply. Must have a tax stamp before building. By itself and unbuilt does not need one. Anyone can purchase. For further info look uo Hera GmbH Splash Page

That's why he said all NFA rules apply. You would need an approved form 1 to do an SBR.

Only if they are in the same location. Constructive possession.

Correct that you need a approved Form 1 before the two can be together.

What about a longer barrel to get it to true carbine instead of SBR? Is that possible?

If you want a 9mm carbine it would be a lot less money to go with a sub-2000 that takes glock mags.
