Just as the title would suggest, a person designated as a Subject Matter Expert is someone who has experience with a given subject that uniquely qualifies them as someone who can speak to that topic from an authoritative stance. They may have a career background through which they have acquired years of knowledge and first-hand experience on a topic. They may be a serious student of a particular topic, having amassed years worth of knowledge studying a discipline and mastering it.
