Gun control advocates are launching a new regulatory push in California to impose first-in-the-nation instant background checks for ammunition sales, a move that comes as gun violence surfaces as a lightning rod issue in the 2016 presidential race.

Lt. Gov. Gavin Newsom, a Democratic candidate for governor in 2018, joined with the Law Center to Prevent Gun Violence in announcing the initiative last week.

The November 2016 ballot initiative, which already is being slammed by the National Rifle Association and other gun rights groups, would make changes on several fronts.

It would require owners to turn in "large-capacity" magazines -- those holding 11 rounds or more -- and report when their weapons are stolen. Perhaps the most controversial provision would handle ammo sales like gun sales by requiring "point-of-sale background checks" for ammunition purchases; dealers also would need a license similar to those required to sell firearms.

As New York has backed off a similar initiative, California would be the first state to enact such background checks, if the initiative is successful. Four states -- Connecticut, Illinois, Massachusetts and New Jersey -- require ammunition purchasers to obtain permits ahead of time, according to the initiative's supporters.

The proposal comes in the wake of high-profile killings nationwide and three in the San Francisco Bay Area that were tied to stolen guns.

"Stuff doesn't just have to happen," Newsom said last week, responding to comments by Republican presidential candidate Jeb Bush about a recent mass shooting on an Oregon college campus. "We have the ability to step in with some common sense. We have the ability to protect our families."

But the National Rifle Association said Newsom's effort would chip away at Second Amendment rights.

Yep. When Illinois people see how well the new California laws work, they will institute them as well.

You'll be able walk the South Side of Chicago at your convenience without a worry.

I was in Detroit two months back and got stuck in traffic downtown. It looked like pictures my dad took of Berlin in 1945. I think these Peoples Republic of California folks got the right idea here. All they have to do is enact strict gun laws and make it more difficult to buy ammo and it will be safe to walk down 12th street day or night!!

(fyi - 12th street was the site of the 68 riots and is still one of the most dangerous streets in the Murder Capital)

What a mess this country has become.

Frankly, I couldn't care less. If Californians are stupid enough to vote for these idiots then the consequences are on them.

The problem is that what starts there gets others to try the same thing in other places.  Look at what's happening with the SAFE act.  The Feds (Dems) now want to try it on a national level.

Most of the country is moving in the opposite direction than California, so your premise is flawed. It's up to California residents to challenge the laws; not us.

Perhaps some states are moving in the opposite direction, but I don't see how it makes my premise flawed:

Active?

Suspended but passed:

FOID Card, which I presume means a background check:

These states passed the laws, and when challenged were deemed constitutional.  So tell me again why we shouldn't worry?

Yes, but remember that a Dem got elected.  So if the Feds try to pass something on the Federal level, and Feinstein is trying I believe, there may be enough ID 10 Ts (IDIOTS) to get something like this passed on that level.

I disagree, but congress certainly does surprise you every once in awhile. Most Dems remember what happened to their party the last time they voted for anything gun-control related.

Background checks on primers?
Powder?

I was kind of amazed we didn't see a big push for this after the boston marathon.

Gangs might get into reloading at some point.   Which might be fun to watch.   "An armed teen blew his hand off today when he fired his homemade "whitey killer specials" at a police officer ... His mother said he was always a good boy and that these dangerous explosives are at fault, its too easy to buy explosives in this country....

I guess that magically prevents someone from going to Nevada, Arizona, or Oregon, buying bulk ammo and bringing it back to California. So with the background check they will also have to add some law making it illegal to transport ammo from another state.

Who's gonna do these background checks for ammo? Meaning, it's not in the purview of NICS or any other part of ATF/FBI.

Would just give the politicians an excuse to create more bureaucracy...

Sounds like it's a matter of because it doesnt affect you it doesnt matter? I guess hunters, trap shooters, etc shouldnt worry about squawking over mag restrictions and rifle/handgun bans because it doesnt affect them (yet)? Just making an observation as the mentality of not caring about the plight of others doesn't tend to bother us if we arent directly affected...

Except that the lord high almighty king of all Republicans, Ronald Reagan - as governor of California - pushed the legislation in California that eventually became nation-wide intrusions on gun rights back in the sixties.  That same Ronald Reagan later made it known that he completely supported the so-called Brady Bill.  Do not make the mistake of thinking that any politician is actually on our side.
