I use Aguila Super Colibri out of a lever action or bolt action 22. Not sure it will cycle in a semi-auto. No louder than snap caps and does not disturb the neighbors. It is a bit louder out of my S&W 617 revolver.

I currently use Wilson Consulting LLC (John Wilson) in Franklin. Single gun transfers are $30 (which includes the $10 TICS charge). Transfers from individuals are permitted. John is great to deal with. He works out of his home so timing is flexible, but you need to coordinate in advance.
