  2. So, they are trying to pass House Bill 1264 which creates a new Concealed (only) Carry Permit and makes the current one an "Enhanced" Permit. I think this is a crock of excrement, why not just pass a constitutional carry law instead? Seems like it's a $$ grab, or/and a bone to throw out there to keep/garner our support. Am I missing something? Second issue, so you guys may or may not of heard that SCOTUS has just accepted a 2A case which may have major implications, hopefully, it will go our way. But you know what...not one peep from the NRA, only GOA sent info on it and TFA, which lent it's support to GOA, yet they sent me an email urging support for this law. I'm fixing to start bombarding the NRA with emails and phone calls to see why they aren't stepping into the ring. Seems we need to watch all the back and side doors, this one has not had much press (emphasis mine), looks like they are specifically targeting AR pistol lowers too. https://www.congress.gov/bill/115th-congress/house-bill/5103 Introduced in House (02/27/2018) Gun Violence Prevention and Safe Communities Act of 2018 This bill amends the Internal Revenue Code, with respect to the excise tax on the sale of firearms by manufacturers, producers, or importers, to: (1) increase the rate of such tax to 20% on pistols, revolvers, and other firearms and on any lower frame or receiver for a firearm; and (2) impose a 50% tax on shells and cartridges. The bill exempts any department, agency, or instrumentality of the United States from such tax. The bill allocates revenues from the increased excise tax under this bill for law enforcement and public safety grant programs, including programs for research on gun violence and its prevention. The bill: (1) increases the occupational tax on importers, manufacturers, and dealers in firearms and the transfer tax on firearms; and (2) modifies the definition of "firearm" for excise tax purposes to include a semiautomatic pistol chambered for cartridges and configured with receivers commonly associated with rifles and capable of accepting detachable magazines.
  5. This video shows why you keep engaging the threat until the threat stops, or you run out of bullets. Notice how the perp has been hit, at least twice but still gets one of the guns and attempts to shoot one of the clerks. This ended well for the clerks, but it could have gone sideways very quickly. So this guy just does not get what side his bread is buttered on, he owns a company that sells drum magazines but thinks that gun ownership is a privileged that you have to jump through hoops to get. PROHIBITION ON MANUFACTURE, POSSESSION, 2 OR TRANSFER OF ANY PART OR COMBINA 3TION OF PARTS THAT IS DESIGNED AND 4 FUNCTIONS TO INCREASE THE RATE OF FIRE 5 OF A SEMIAUTOMATIC RIFLE BUT DOES NOT 6 CONVERT THE SEMIAUTOMATIC RIFLE INTO 7 A MACHINEGUN. 8 (a) PROHIBITION.—Section 922 of title 18, United 9 States Code, is amended by adding at the end the fol 10 lowing: 11 ‘‘(aa) It shall be unlawful for any person— 12 ‘‘(1) in or affecting interstate or foreign com 13 merce, to manufacture, possess, or transfer any part 14 or combination of parts that is designed and func 15 tions to increase the rate of fire of a semiautomatic 16 rifle but does not convert the semiautomatic rifle 17 into a machinegun; or 18 ‘‘(2) to manufacture, possess, or transfer any 19 such part or combination of parts that have been 20 shipped or transported in interstate or foreign com 21 merce.’’. 22 (b) PENALTIES.—Section 924(a)(1)(B) of such title 23 is amended by striking ‘‘or (q)’’ and inserting ‘‘(q), or 24 (aa)’’. 25 (c) SENTENCING GUIDELINES.—Pursuant to its au 26 thority under section 994 of title 28, United States Code, 3 1 and in accordance with this subsection, the United States 2 Sentencing Commission shall amend and review the Fed 3 eral sentencing guidelines and policy statements to ensure 4 that the guidelines provide for a penalty enhancement of 5 not less than 2 offense levels for a violation of section 6 922(aa) of title 18 of such Code if the device described 7 in such section 922(aa) has been— 8 (1) used, carried, or possessed during or in re 9 lation to a crime of violence or drug trafficking 10 crime (as such terms are defined in section 11 924(c)(3) of such title 18); or 12 (2) smuggled unlawfully into or from the 13 United States. 14 (d) EFFECTIVE DATE.—This section and the amend 15 ments made by this section shall apply with respect to con 16 duct engaged in after the 90-day period that begins with 17 the date of the enactment of this Act.
