nope, if I remember it was Reagan.

However, after the voice vote on the Hughes Amendment, Rangel ignored a plea to take a recorded vote and moved on to Recorded Vote 74.[9][10]

This is 100% spot on.

This is a direct result of the May 19th, 1986 Firearm Owners Protection Act.  Since there is a finite number of transferable machine guns by the general populace that whole supply and demand thing kicks in.
