They use both. But the FBI know the criminal record is not him, so does the TBI. It’s not free because it’s a way for them to make money. They justify it by showing a high number of denials.

I’m not sure what they are doing with these numbers, but it appears to me their denials are overturned far more than half the time. That isn’t something to be proud of.

Here is what their web site shows for 2018.

I was thinking the Director of the TBI might appreciate having the facts laid out plainly in front of him (who you are, who you aren't, dates of birth, etc.) So he had a good handle on who's working for the people of Tennessee under his direction.

Well I called them back this morning asking to speak to the supervisor I spoke to yesterday and she said she didn't know who I spoke to. So she asked for the Transaction # on the papers I received. I gave them and she looked it up and said oh he granted your appeal yesterday after reviewing your claim again.

Just glad to be able to take the thing home after a week. But I emailed the FBI and they're sending me the VAF form and Fingerprint card through the mail so I can get a UPIN. It might not work on future firearm purchases but it can't hurt either.

Last spring after denial on a background check, I sent the VAF form and fingerprint card to the FBI.  A few days later my appeal was granted and I've completed several FFL transactions since without a problem. 

Today, nearly a year later, I finally received  a UPIN number.

Be prepared to wait for the UPIN. Mine took a little over a year, but that was 5 years or so ago. And get a HCP also. Both that and the UPIN require fingerprints, so you'll have proven you're not "that other guy" to both the state and the feds.

Several weeks ago I had a transaction thru an FFL and it took no more than 5 minutes.

After receiving a UPIN, last week I had another transaction thru an FFL, which took over an hour.
