Colt authorized armorer / smith for early 90's AR?

I'm looking for a Colt authorized armorer or gunsmith to make a repair on my 1991 pre-ban colt H-BAR AR.  I had the stock lower receiver replaced years ago to one that was "bullet-button" (California) compliant. Now that I am in a gun-friendly state here in TN, I want to put it back to stock.  I took it to a local gun shop (name withheld) where the guy said he could re-install my original numbers-matching lower to the upper in just a few minutes and for just a few bucks.  


As soon as he took off the lower, springs popped all over the place. He was not the least bit concerned to track them down and pick them up.  Then he had issues putting the original lower back on because I did not have the original hinge pin.

He did a bunch of internet searching but could not find the appropriate hinge pin.

 

Now I got a useless hunk of metal.  I want a "qualified and experienced" smith or armorer to put this back the way it should be done.

Anyone have anyone they trust who is qualified?
