It does! But you need to be extremely careful as there is a huge chance of static electricity causing premature ignition.

Yes, it did. My father would get me fireworks through his work, and always got Black Cats. For some reason that year the fireworks had extremely faster fuses than the previous years. I didn't hold anymore of them in my hands that year.
