The feds require a background check via NICS and offers It at no cost.  It is the state charging you for whatever they do above and beyond what is required.  Some states rely solely on NICS and do not charge a background check fee.

I've read a few horror stories about some dealers charging $50-60 because they didn't want to fool with it or they had one in stock themselves but at a much higher price. 

It's an easy profit for a dealer, quick & painless. Of course some buyers pester the schitt out of the dealer wanting to know "if it's in yet?" LOL!

They're just trying to shut down private sales, IMO. The gun grabbers, not the dealers. That's BS on running the seller.

A co-worker just had an AKV sent to Music City Pawn.  He said their website now lists $40 for a transfer.  If this is the case, I guess I have to start looking for a new FFL (or just keep buying from locals and avoid it all together)!

My guy here on the West side of the state charges $30 including NICS. But he's semi-retired and just does transfers on the side. 

As I understand it, the common charge in the Memphis are runs about $40-50. I do know of one shop where they charge $100, but they admit right away that's because they don't want to do them.

Several states do that but obviously not all of them. I was told TN won't because one can be indicted & before their permit is suspended they can still purchase due to the bureaucratic delay. Anyone whom has been in the TN DMV can attest to that, I'm afraid. TN also doesn't want to lose the $10 TICS fee either. They make a boatload of $$$ off of that fee.
