It's the spring. Cheap and easy fix. Contact Ruger for the part(s). Also do not over-lubricate. A fine coating of oil or grease is sufficient.

Assuming you have cleaned every nook and cranny of the thing, put a light coat of Grease, not Oil on the bolt (if it slides, grease it). Stretch out the factory spring and see how that works.

Is that a metal or plastic 10/22?

hell how do you take the spring off??? Ive already ordered a replacement.. So I cant stop it lol Its all metal was made in 1975
