You can legally buy the uppers seperately... for instance if you were going to create an AR15 'pistol' (without a stock attached, on a registered pistol lower). But to buy a complete gun with <16" barrel, or to install a <16" upper on a rifle lower, you must apply for a tax stamp from the BATFE, to create a registered Short-Barreled Rifle.

If you have a registered machine-gun lower, you can install any length barrel you like.

It that not same thing?

Well, sounds like you WANT to hear that you can put a less than 16" barrel on your AR IF you maintain an overall length equal to or greater than 26".

Unfortunately, that's not the case.

To keep yourself legal, you'll need to maintain a barrel length of at least 16" (or a shorter barrel with a flash suppressor that is permanently attached that extends the barrel length to at least 16") AND maintain a 26" or greater overall length. It's not a "this or that" kind of thing.

Are you sure Thomas Jefferson said that Quote?

Are you sure the word "quote" is to be capitalized?

ETA: I've heard the quote attributed to a wide number of people. Most commonly Jefferson, but also Ford, Goldwater, and Carter. I have also heard it was not a quote, but a paraphrasing of something Jefferson had said once. I'm no historian, and don't claim to be, but I'm least concerned about the origin and most about the message.

Ok, well the best i can figure is that the 26in overall length thing keeps people from having a rifle with a 16 in barrel that is overall shorter that 26in. I guess the round would be right on your cheek, and the trigger would could be half way down the barrel.

In the ATF book it's says 16in barrel or 26in in overall length, what is overall length all about? And how is that measured?

OAL is measured with the stock fully extended. A rifle has to meet BOTH of these requirements or it requires a $200 tax stamp.

Correct paper work complete,

If I buy a 10.5 in barrrel and exchange it with the 16 in I have now what issue would I run into?

Complete as in mailed off, or complete as in they've mailed the tax stamp to you and it's in your possession?

If it's the first, I'd keep that barrel far away from your rifle until you get that stamp unless you have a pistol lower in your possession. If it's the second, and your engraving is done, you're good to go :drama:

I was more concern about functioning issue that I might have and suggestions to make the transaction smoother and things like that.

If you want different barrel lengths buy an MRP or 2 seperate uppers. If you want things smooth then follow the law.
