What about taking some 1" PVC and glue some thinner, then thinned PVC inside. And maybe add a piece of 3/8" steel rod inside to give it some strength and weight.
I know a 1" PVC with a thinner PVC inside makes a very effective bow.

Hmmm, i did that once for a homemade bow. The draw weight was actually TOO MUCH to shoot comfortably. I'll have to ponder that one.

many mango season ago i was in need of a spear shaft.  could not find anything that worked.  so off to the woods i went.  there are many small young trees that will fit what you are looking for.  i found the size that i needed for the spear shaft.  i made one with the bark on and one with out bark.  i put some type of clear stain/oil on it.  today both are hard a steel and lite weight.  i don't remember what type of tree i used, but i guest it could be oak because that was what we had around the farm.
