Police departments and individual officers don't get reward money, it's unethical and most times illegal, so the point of the story is moot.
The story wasn't talking about any LEO getting or not getting the money, it was implying that they didn't have to pay out to any citizens because Dorner was not technically "apprehended". That is all.

They kill off boobs halfway through the movie... WTH? Bond movies require a Bond girl, and this one didn't even arrive until well into the movie, and then was killed off only minutes later with only a lame, distorted shower scene. Hollywood is forgetting who watches these movies. I want action, witty humor and bewbs.

I don't think they intended to do anything other than to send a message to us and the rest of the world that the U.S. won't do anything. We did nothing after Benghazi. We did nothing after Ft. Hood. America has a pantywaist president, we have been castrated and cucked.

Yeah, I could and probably should go for 6 out of 10, but no higher than that. 4 was a bit harsh. There were two, possibly three worse Bond movies over the past 50 years.
