Carry Permit Substitute for Background Check

Why can't a TN Handgun Carry Permit be used as a substitute for the TBI background check when buying a firearm? What disqualifies the permit? I do not know why the permit does not meet the standards for the ATF to grant the exemption when the background check process here is similar to Arkansas (fingerprints sent to both state level law enforcement and FBI). It would be nice if the permits here were substitutes to save us the 10 bucks.

Does Tennessee not run a check yearly on handgun carry permits to see if persons holding them are ineligible? Maybe that is how someone could have a handgun carry permit, but not be able to purchase a firearm from an FFL. I know the AR State Police yearly checks concealed handgun licenses for state and federal disqualifiers, making it a substitute for the FBI NCIS check.

I am pretty impressed with the TBI check here, it seems to be faster than when an FFL calls the FBI. A dealer I bought a handgun from in the Memphis area looked like he entered all my information and got the approved answer through his computer.

A background check is only run when you apply for a new permit or for a renewal.

i have been ran though the system a few times. only once, and it was the first time i had ever attempted to buy a gun, did i pass instantly. every time since then i have to wait the 3 days for some screwed up reason. i usually get the phone call in about 36 hours saying i got cleared. stupid government red tape.

As much as I wish I could say the HCP should be a substitute for a TICS check, I have to disagree . . . some folks who come in may have a handgun permit, but they have that "I do what I want"/hothead attitude that makes me a little nervous . . . so personally I'm all for them being able to pass a background check before they can leave with a firearm.

As for entering the TICS info online, it's never taken more than 10 minutes that I recall, and most of the time it's much faster than that. IMO, no one is so busy they can't wait an extra few minutes, after debating back and forth for an hour on which pistol they want.

I have never waited more than 10 minutes for a background check and almost all of that time was the dealer waiting on hold.

Im personally okay with paying $10 for the background check. If the carry permit was a valid alternative, then people would just begin getting fake carry permits. I cant think of many people in college who didn't have a Fake ID and if you could memorize the info on the ID, they worked every time.
