  2. As suspected.  So we will likely soon see an appropriate fiscal note attached to the Womick bill summarizing the projected revenue losses.  De ja vue...
  3.  I'm guessing we ended up with about 6-7" total after today's dump.  But I will have to hand it to Bristol's road crews - streets out our way have been in really good shape the whole time, and much is already dry.  Which is good - looks like we're on the way to about -3 by morning.   Out in Sullivan County and in Bristol, Virginia...different story.

Yep.  That also makes it easy fodder for the media to twist the bill, much akin to the 'guns-in-bars' smear campaign.  And given the LP's outright fear of the media these days, its easy to see why they would just let this one die a nice quiet death.  I'll be surprised if it even gets to its first committee hearing.

Problem being, the proposed legislation is quite specific to 1351 ( b ) only.  I would agree if it also cross-referenced 1351 ( r ) ( 1 ) .  SNAFUS have resulted from such lack of detail before.  And THAT's the reason to bring it up to the sponsors - whose email replies, it seems, must be stuck in the snow...
  7.  I specifically asked about this provision, too.  1351(b) only speaks to permits issued to Tennessee residents: my first thought is that this bill creates two different sets of rules - one for those with TN-issued HCPs, and another for those with permits issued by other states but yet recognized by reciprocity.  That's why I want to hear from the Sponsors (Bailey and Matheny) to see what they think the bill does.  We may have to wait for the first committee hearings to find out - if even then.

I've tried to better understand it since it appeared, and to date, I'm not seeing any real significant advances...seems more of a sound bite bill than anything.  I'd like to see a cogent explanation of the benefits - actually, I'd like to see what the sponsors SAY will be the benefits, but to date, no one has responded to my inquiries.

Well, I see they jumped right out and stuck typical yellow journalistic labels on several of the pending pieces of legislation: "Guns in Trunks", "Guns at Schools", "Major Weapons", "Guns and Criminal Background Checks".  You'd think some of this was written by the same folks who scripted the 'Tennessee for Success' commercial I just saw on TV...oh wait...

Good ole JC...liberal university town nestled in the hills of TN.  A recent line of mayors that make Bloomberg look like Charlton Heston when it comes to matters 2A.  Yes, they finally lifted their ban on BB guns, air rifles, and the like.  But, if you visit there, beware - they chose to opt-out of parks carry by resolution, but few (if any) of the parks have even the first hint of a posing to that effect.
  13. Kinda fuzzy on this one:   SECTION 1. Tennessee Code Annotated, Section 67-6-102(44), is amended by deleting subdivision (M) in its entirety.   SECTION 2. This act shall take effect upon becoming a law, the public welfare requiring it. ------------------------------------------------------------------------------------------   Makes a change to the tax code, specifically deleting the definition given in subsection (m) below:   (M) "Industrial machinery" also includes machinery necessary to and primarily used for the manufacture of firearms equipped with integral devices which permit a user to program the firearm to operate only for specified persons designated by the user through computerized locking devices or other means integral to and permanently part of the firearm when utilized by a person whose principal business is fabricating or processing tangible personal property for resale;   If I interpret this correctly, there is now a tax exemption available for a firearms manufacturer utilizing the type of industrial machinery describe in (M) above: this bill would delete that tax exemption.  I suppose that would serve to de-incentivize the introduction of that technology...but I am assuming that the tax exemption is only available to those firearms manufacturers where the equipment is located in TN, and thus they would be the only ones "deincentivized".   Would love to know why this one came up now...

  15. A Nov 2010 TN AG opinion addresses "regular school hours" as such, and not applicable to after-hours activities.  It also indicates that the generalized allowances for off-duty LEOs do not necessarily apply to Rutherford and Bedford counties, per subsection (e)...   Its here.

If I thought the Oligarchy was in sufficient disarray, I would agree...and, they may be and the bills will have a successful foray through the LP.  However, I suspect that one of the reasons Haslamacare was pushed to the extraordinary session was, in fact, in anticipation that there was a possibility of failure with going the resolution route...and having that happen in an extraordinary session could give opportunity to bully through other better-camouflaged legislative efforts towards the goal.  I would speculate that the admin will be working tirelessly behind the scenes (despite his "well, I guess we're done" pressers) to both punish those who led efforts to defeat the resolution (by hamstringing most-to-all of their sponsored legislation, for starters) while simultaneously baiting legislators with various back-scratching "deals" for their souls.  I trust King Billy (and his political and legislative "buds") perhaps even less than the Obasm...and, as WM points out, there is now a wounded, vindictive bear afoot.  A wounded vindictive bear with very lofty aspirations.
  17. From the bill, found here  :   SECTION 1. Tennessee Code Annotated, Section 39-17-1351( B), is amended by adding the following language to the end of the subsection:   The holder of a valid handgun carry permit issued pursuant to this section shall have the same rights, privileges, and prohibitions regarding the carrying of firearms, as permitted by state law, of any law enforcement officer, as defined in § 39-17-1350(d), who is not engaged in the actual discharge of official duties.   SECTION 2. This act shall take effect July 1, 2015, the public welfare requiring it.   --------------------------------------------------------------------------------------   Given Matheny's current positioning in the eyes of the leadership, I'd hazard a guess that this one has less chance than the proverbial snowball...but it is an interesting approach.
  18. According to info I just received, this was one of a thousand pistols sent to the Raritan Ordnance Depot on August 30, 1943.  Extrapolating from the contract info, the price came to $41.23 (pistol with two magazines).

Given today's demise of Haslamacare, this bill likely has the wrong sponsors to go anywhere except the dung heap.  Hell, it has the wrong intent to go anywhere else, either, now that King Billy got a thumb in the eye.  You can bet dollars to donuts that this one, Nicely's SB0207 (valid HCP instead of a TICS check for firearms purchase), Kelsey's SB0070 and Green's SB0149 will be "flagged" by the administration, and extraordinary pressures will be brought to kill them in committees, if they ever even make it that far.  Same goes for their House correlates.

Not sure about the finish - the serial falls right into the transition period between DuraLite and park'd.  This one may have had some refinish work done, but I really didn't care - didn't buy it as a collectable, but just for the history.  And Ithaca has always held kind of a special place with me - the very first firearm I ever had for my own was an Ithaca Model 37 20ga.  Had many a great memory hunting with that one, and still take it out a few times a year...39 years later...
