HCP Holders - Supplemental Qualification Opportunity
Fallguy replied to Fallguy's topic in Handgun Carry and Self Defense
It may not be the purpose, but it sure has the potential to take a life, just as a firearm does. But the point of my argument is not which is more likely to take a life, but the amount of perceived civil protection you would have by certain actions or inactions. Also I'm sure there have been a fair amount of people lose their shirts resulting from civil action as the results of an auto accident. As far as the info being required, this form is VERY new. It also being discussed in this thread. I got the same TFA e-mail as the rest of us. -

I can't argue with that. -
I imagine at 68 she has already made her contributions (if any) to the gene pool.

While I do feel bad for this woman I think it is a sample of a larger problem, it is about the only reason I could see her dialing 9-1-1 instead of getting out. As to why she didn't get out when they told her too...who knows. But I can just about see it now when the tape comes out...her telling the dispatcher to stop the train over and over. The problems is the citizenry in general thinks if the dial the magic number (9-1-1) all problems will be solved instantly and that just is not the case. I am by no means saying don't call 9-1-1 and yes, you should expect an appropriate level of professional help from them and those that respond, but there is no way they can instantly solve all problems.

I agree extra trigger time is always good. But thinking you are some how more protected in a lawsuit because of it, well.......... As far as the safety class goes...I admit there is not much to it. But I personally don't think you should "have" to even take it. I don't think you should have to pay for the privilege of carrying a firearm when it should be a right. I think that if you are able to legally buy a handgun, you should be able to legally carry it without and further intervention by the state, but that is a topic for another discussion/thread. -
I have e-mailed the DOS and asked them why they decided to ask for this information. I went on to ask why they require and information about the handgun used, since one is not limited to the gun used as the only one they can carry. I doubt I get any response, but if I do I'll post it.

I generally don't go to malls either. The only one in my area is Old Hickory Mall in Jackson. I wouldn't be caught carrying there, but I wouldn't be caught not carrying in general.

I am all for additional training. Of course more driver training makes you a better driver and more handgun training will make you better with handguns. But if you simply did the same thing you did in your original DL test with a different car, that is really not additional training. In fact is not training at all, it simply demonstrating the same skill with a different make and model of the same tool. Which is pretty much the case here, a different handgun redoing the HCP requirements. But he admits this. My whole point is I'm not really sure how this makes you more qualified to carry that weapon or less open to liability than someone who doesn't do this. IMO the basic DOS Handgun Safety Course, is just that a basic course to show general handgun safety and use (in addition to the laws). It is by no means intended to be in depth firearms training. I'm not sure, but I think the course is really for those that may have never seen or handled a handgun before. -
Just to a little. One does not have to be a LEO to enforce laws. TN Law allows private citizens to make a arrest as well. Even use all necessary force (short of deadly force, which can still be used if it becomes a self-defense situation) to affect the arrest. If you would rather wait for or allow those whose job it is take care of things...fine, but because others don't doesn't mean they did anything wrong, just something you wouldn't have.

So.....following this same course of reasoning, one should retake their drivers test in every car they own or intend to drive right? It could help to reduce their liabilty when in an auto accident right? To show that they understood the operation of the particular vehicle? I mean if they took their DL road test in a VW bug and then drive a 4-door 3/4 ton truck they may not understand the difference in they way the operate. When they are sued they may be grilled as to why they didn't show their skill with the truck even though they already had their DL. :screwy::screwy::screwy::screwy::screwy::screwy::screwy::screwy: -
There are two different laws about places that serve alcohol and firearms. One in general and there is a part about it in the law that generally allows LEOs to go armed 24/7. So 39-17-1305©(1) and 39-17-1350©(3) both say a LEO must be "engaged in the actual discharge of official duties" to be able to carry in a place that serves alcohol for onsite consumption. So the question is what does "engaged in the actual discharge of official duties" actually mean? Some think it means simply when they are on the clock or in uniform or "on duty". Some think that because of the words "engaged" and "discharge" it means like responding to a call for assitance or taking a report or some other "action" and not just eating lunch. AFAIK there has been no AG opinion on this or court ruling. So there is no real legal definition of what it means. So no real way of saying for sure who is right and who is wrong. I really don't ever see a LEO being charged though because of eating lunch in place that serves alcohol though.

Of course know none of this really helps your situation. Hope it comes in soon. The HCP office in Nashville is usually pretty helpful, wonder why they can't tell you more?

See Post #1 in this thread.

Actually when you do a change of address online you can print a page with your new address that shows you did notify the DOS. That is what I have done and simply carry that printout in addition to my HCP and DL.

Concealed Carry Permits Will Apply To Smokies
Fallguy replied to a topic in Handgun Carry and Self Defense
That is correct. You also can't OC, even if the state allows it. But I think both post may have been jokes or at least contained parts that where... -

Let me publicly say I wasn't really trying to stir things up. I read the post, had a gut reaction, but then decided maybe I shouldn't have posted it, but it was too late. I don't personally see the need in it, but I won't go so far as to say it's a bad idea. BigPoppa was clear in the OP that it was not required, it was just something he was offering. For those that take advantage of this oppurtunity... Hope you have a good time. Of course how can you not when throwing some hot lead down range. -

So as I read the first one...you don't even send the score into the state? It's just kept on file with the school? If so they can't go back to my instructor because it has WAY over 5 years ago that I got my permit but mainly because I don't think the guy that did mine is still around anymore anyway. -

You've been quoting TDOS procedures...so where is the part about recording the specific numerical score? Are you saying instructors that don't do that aren't following TDOS procedure? -

Fallguy replied to Fallguy's topic in Handgun Carry and Self Defense
Ummm...yes it is! Read my post I said with your carry weapon. Yes...you have to get the hard to reach score of 70%, but you can do it with a gun you rent or borrow from someone. So as long as I get my 70% it doesn't matter if I ever see that same gun again in my life. So the misconception is that it somehow makes a difference what weapon you use for the course and which one you carry. But listen...as I said...do what you want if other's want to join in that's fine. Who knows...if enough instructors try to make a little extra money like this the state may decide that you should only carry the weapon you shoot at the course and that you should have to shoot again with any other handguns you want to carry. That way if you have a gun in the shop or out or service for any other reason...you simply won't be able to carry if that is the only gun you have qualified with. I'm sure the state likes to make money too...they may even decide we need to qualify again when we renew our permits every 4 years. -

Still didn't answer my question about is a numerical score is recorded on the firing range portion or if the instructor simply writes Pass once he has determined at least 70% was met.
