1. It does appear Maine is an OC without a permit state (except in a vehicle). You can also apply for a non-resident permit if you want to go that way. While I'm disappointed my main goal/question when this started was when/if states had been contacted about reciprocity and if they turned it down why. At least this was done.
2. Here is the response from Maine.
3. It seems you were basically right about it being some misdemeanors we don't ask about and the juvenile record...
4. Basically some people feel a bit uncomfortable carrying in public when they first start. One way to get more comfortable is simply doing it....most people go to Wal-Mart on a fairly regular basis. So there ya go.... It's just a way to start getting used to carry around a bunch of people and although you think they all know you are carrying....you'll find none (usually) actually will.
5. That is correct. A copy of your application is sent to the sheriff of your county of residence for him/her to review. They have 30 days to respond, so add a few days mailing time before and after that 30 days, that is why it can take a bit longer sometimes.
6. Since we do not allow the discussion of illegal activites here on TGO, I don't think (or hope at least) anyone is going to tell you to go with ( carry anyway. So you can do (a) and walk back to the car, © eat somewhere else or (d) talk with the owner about why he has posted and ask about removing it. Hopefully someone from the area can help with the local spots.
7. Looking at their application it sort of makes me wonder if the Juvenile questions are because of the Indian tribes mentioned in question (g). As far as being 18 Maine has reciprocity with LA and AR that doesn't issue permits to those under 21. TN says it honors all states permits, but AFAIK it never has been answered clearly if that means those permits issued to 18-20 year olds. I did see that about the Chief of the State Police. But Maine currently has reciprocity with 6 states, so the state is not limited to just two other states. Hope I can get a copy it soon too....
8. LOL...yeah, but whatever the "diplomatic" equvilants are.... I'm curious to know the exact reason in case it is addressed in a later law change, just as it was with Washington. @RobThatsMe I'd agree it was money if they didn't honor a few other states permits already. But who knows...does sound like some strange laws if a land owner still has to go through what you do. At least if I think I ever may go to Maine I can get a non-resident permit.
9. Got word from my Rep's office today that the DoS said Maine notified them they would not grant reciprocity with TN. I have asked for a copy of the actual notification. Hopefully it contains the reason.
10. Good deal!!! I guess they are still alive over there... ...and thanks. Now just to hear about Maine!!!
11. Still no word on Maine. But the DOS has acknowledged they got the notification from Washington. Below is the e-mail my Rep's office got from the DOS and the attached PDF is what was sent to them from Washington. Washington State.pdf
12. So one thing I would like to see from any insurance like this is, to cover my expenses in defense of a civil suit, then when the shooting is ruled justified the insurance company can worry about getting the money from the person that brought the suit instead of me. Sort of like if you have a good car insurance company and are involved in a wreck that is someone else's fault, your company will go ahead and pay to have your car fixed and then go after the other driver's insurance company.
13. Not being criminally charged would help. It being brought before a grand jury and a No Bill being returned would be good too. But neither actually "rule" the shooting as justified. I've just sort of always figured that if either of those things happened most lawyers would not take the case...but there may always be at least one out there. Seems like a long time ago (I think in another state even) there was a law that prevented someone from even filing a lawsuit, but it was struck down. The court said no law could bar someone access to the legal/court system.
14. AFAIK there isn't an expiration on the receipt they give to you at the station.
15. Good point. They do have applications there if you haven't got one in the mail yet.
16. Have you got your renewal notice in the mail yet? It will contain an application, just fill it out and take it and $50 to a Drivers License Center and that's about it. Make sure they do not take your current HCP, it along with the receipt they give you will allow you to carry, even if your current permit expires, until your new permit arrives. I think you can renew by mail, but I have always gone in somewhere to make sure I had the receipt in hand. However it seems renewal processing time has been better lately.
17. There are no signs. Jackson did not opt-out of the parks law. I have carried their several times. Now, all that said if you called and asked someone I'm sure you would be told it's not allowed. Of course every-know-and-then I actually have enough money to get a bit of beer, so the times I plan on doing that or even think I might I don't carry.
18. Gary said he had new TN and WA pages ready, but didn't think he'd be able to post them till Saturday. Guess he was able to get to it earlier. I checked this morning and the TN DoS still hasn't updates it's website........
19. It is now on Washington's Website!! Concealed Weapon Reciprocity
20. See here Concealed Weapon Reciprocity The road to this point is in this thread.... http://www.tngunowners.com/forums/handgun-carry-self-defense/60345-dept-safety-contacting-washington-maine-about-reciprocity.html This thread is for notification purposes only and will be locked. Any discussion can be continued in the above existing thread.
21. Agree... Since carry is illegal without a permit I don't see why if you want to allow those with a HCP to carry somewhere (parks) why not just repeal the law that prohibits it instead of making an exception? Only took a court case, 2 votes, 2 vetoes and 2 veto overrides to figure that out for places that serve alcohol.......lol
22. When I forwarded the e-mail letter I got to my Rep's office, I also asked them to check with the DOS about the status of Maine and if they have received the notice from Washington yet. The reply they got said they sent letters to both states on July 29 and have not heard back yet. They did acknowledge the e-mail I got...and granted it was dated last Friday so the USPS may not have got a mailed copy to Nashville yet. They are supposed to notify my Rep's office of any updates and them me. What I am thinking now is I may wait till the end of Aug then write to Maine myself and she what shakes loose...
23. The grandfather clause covers any city ordnance in place before 04/01/86 Knoxville had an ordnance in place before that time that prohibited carry in their parks. So they are off-limits per city ordnance, (that didn't require posting) not state law. So a violation there is a violation of a city ordnance, not state law. I didn't think Nashville had any such ordnance in place, otherwise they wouldn't have had to vote to opt out of 39-17-1311. But even if they did have such an ordnance, I would think it would be superseded if they took a vote per 39-17-1311 and wanted to make them off-limits per state law. ©(3) allows cities/counties to opt of out posting the posting requirment in ©(1) that requires all local parks statewide to be posted regardless. (e)(2) says they must post if they choose to exercies their "opt out" option. Of course you highlight a problem I've mentioned...if you a sign, you don't know if it is posted per ©(1) or (e)(2), plus the AG has said you can still be charged even if no signs are posted....so......
24. As some may or may not know...if a team wins all games of series it is called a "sweep" So in places where allowed fans may bring brooms for the last game of series, if there team has one all the previous ones, as a symbol to cheer for a "sweep".
25. As some others have said, I don't think you should have to get a permit to be able to carry in the first place, that said... If they hit there 70% that should be good enough. If it was just barely the instructor may want to suggest they practice more, but that should be a give for anyone actually. As far as refunding money if they didn't hit the 70% that would be up to the terms agreed upon before taking the class.
