no,no and....yes. a individual may not legally turn any firearm into a fully automatic with out registering it as a NFA firearms. A individual can no longer register a Fully-automatic firearm after may of 1986. BUT A SOT may build a fully automatic firearm with the proper paper work

SOT? Educate me on this please.

A SOT is a Special Occupational Tax class. It is another tax that a 07 FFL pays to be able to manufacture NFA items. So unless you are an 07 FFL with an 02 SOT then you can't make your semi AK a machine gun.

Removed 01 type of FFL because it made it more confusing.
