HCP laws for permanent residents?

Wife went up to the DMV today to apply for her HCP, and they told her she was ineligible because she was a conditional permanent resident (she does have a green card).

We were under the impression that a green card holder, was able to get the HCP, without regard to the conditional status.

Does anyone know if this is the actual law, or a case of uninformed DMV workers?

This doesn't really say one way or the other... http://www.tn.gov/safety/driverlicense/dlcitizen.shtml I don't know how the conditional status is distinguished from unconditional. I assume it states that on the card?

@ peejman, we have to wait until January before we can file that. It's supposed to be 90 days before your conditional status expires. Edited by Sam1
