Don't like lines....I mainly do it in person to be able to leave with the receipt required to still carry if your HCP expires before new one arrives. I don't think they always mailed receipts like they do know. Also...I'm lucky enough to be able to go to DL stations that I can walk into and basically be the only person there.... If you are in West TN I would NOT recommend going to Jackson, not only slow, but have heard stories of the them discouraging or trying to make it hard to renew HCPs.

A while back they were requiring you to show your birth certificate to renew your HCP, but after an AG opinion (09-106) they stopped requiring them. So I would think the only way to start requiring it would be a change in the law. Looking over the Public Acts passed so for this session (see here) I don't see anything that has passed to that effect, but I may have missed it.

They shouldn't take it. If they try don't let them. Remind them you need it along with the receipt to carry until your TN HCP arrives.

OS is right. Some workers at some DL stations don't know 100% know how HCPs work. They forget they are different than DLs. Just like you can't have more than one DL, but you can have more than on HCP. Thankfully that has never been a problem when I renewed, but when/if it ever happens, I will make them get someone on the phone that can tell them the correct procedure. Because the LEO you meet up with down the line may not care what the DOS did to you and go by the law.

Well I'm not sure about by mail being easier than online...lol Thankfully I am close enough to a DL station that isn't very busy, so I've always just gone in person.

When you renew your HCP and fill out the application again, you are signing (under penalty of perjury) that all the information is correct. I guess bascially the state is not setup to take legally binding electronic signatures.

I think they could...because if they have access to it, they have constructive possession. Now whether they would or not depends on the LEO and other factors I guess. I would hope that most of the time they wouldn't though... I have the center of mass safe, but mainly use it on the motorcycle now instead of the truck. When in the truck I just leave it in the center console and lock the truck doors. -

I haven't followed this real closely. Just when it first happened and now the outcome. I have to admit, my opinion is somewhat affected, still not sure he should have went back and fired more rounds...but admit it doesn't seem to be first degree murder either.

How do you figure? If you come into my home at night to kill me and shoot my while I'm lying in the bed....you can still be charged with murder even if I died of a heart attack before you got there. Because your intention was to kill me and as far as you know, you did. Now I admit in this case it might have made a bit of difference if not on the charges maybe on the outcome....but you can still be charged with murder even for shooting someone that is already dead. EDIT...Maybe too much Criminal Minds etc.. again...lol In TN at least...according to the actual text of the law, you do have to actually kill someone to be charged with first degree murder, second degree murder, voluntary manslaughter, criminally negligent homicide or vehicular homicide.

I've probably watched to much NCIS, Criminal Minds etc... but I think they rely a bit upon statements, video and other evidence from the scene. Otherwise I agree...how could you tell which ones are first, second etc...

In the end I don't think it would make a difference as far as the charges, because of his intent whether he was actually dead or not. And OS can speak for himself, but he may have also meant the robber would have eventually died from the single shot.

Well two things..... 1.) Technically it would cost whatever the hourly rate of the state employee is times the amount of time it took him to saw of the bottom of the sign. As silly as that sounds...it wasn't just the cost of the signs mentioned when this bill/law was being discussed. 2.) Legally they can't replace or change any signs except those that are damaged or scheduled for replacement. See below. 39-17-1311(e)(1) Because signage prohibiting the possessing of firearms while within or on a public park, natural area, historic park, nature trail, campground, forest, greenway, waterway or other similar public place that is owned or operated by the state or instrumentality of the state, and posted pursuant to this section prior to July 1, 2009, remains necessary for visitors who are not authorized to carry a firearm pursuant to subsection (, the department shall not replace or change any existing signs that prohibit firearms or erect any new signs at existing state areas relative to firearms; however, the department may replace or repair signs that have been damaged or are scheduled for replacement in accordance with the park's regular replacement schedule.
