Hunter safety

Has anyone heard of hunter safety cards not being issued?  My nephew did everything online and they have not sent him or notified him that his card has been issued.  They have waived the in class portion.  He has been leaving messages at TWRA but they have not returned them.  He was planning on going dove hunting tomorrow but can't purchase a license.  I have not heard from him today about it.  He may get it today.  Just wondering if anyone else has experienced this.

TWRA has not waived the in class portion if under 21, still have to attend a TWRA Field Day.  They have waived the live fire portion of all classes.  You can purchase an apprentice license (hunter education exemption) up to 3 times which allows anybody to buy a hunting license and hunt without Hunters education.

I stand corrected,  starting immediately if you take the http://www.huntercourse.com online course, there is NO field day requirement for ages 9 and up. I just spoke to Trina in Nashville, Region 2 and she confirmed this. http://www.hunter-ed.com in in the process of updating to the new (or lack of) requirement. NRA is in the process of creating a FREE online course.  She did say it takes up to two weeks to get your card in the mail and to be put into the system.
