Was up for consideration this last Wednesday, I testified on the bill. DOS came in after and "flagged" it. Sponsor Jerry Sexton took issue with them doing that and Leader Lamberth differed. The committee recessed and then came back and issued a request for the Commissioner to come and testify as to why they "philosophically opposed" the bill. It will be back up #1 on the agenda for Wednesday, and should be an interesting show. I can not attend as I must take my invalid adult daughter to a Dr.'s appointment that day, I would love to be in the committee room for that.

Appears this one will be brought back up this next Tuesday.

The Civil Justice Subcommittee has decided they will not hear the bill at all. They will allow the sponsor to put it before the committee, so he can take credit for running it for re-election purposes, but take it off notice with no debate or testimony, that way they do not get convicted of voting against it, but yet they kill it.

You get to pick what is important, trying to move laws back to the promise of our Constitution I think is necessary. I have spent the last 20 years of the majority of my yearly vacation at the General Assembly and spend a lot more time talking with my legislators, it has paid dividends for Tennessee, at no benefit of money for me, quite the reverse as I finance all my activities myself. I do not mean to insult anyone, but I do know it takes action to move the ball. Phone calls and e-mails take very little effort or cost, but have a huge benefit. I get the busy part, grand daughter just signed with Chattanooga State to play volleyball. many sets of tires for travel ball and her high school carrier, two time All State Libero. But her future when I am gone is important too, and I choose to do all I can to leave her as well situated as I can Liberty wise.

This week will end the attempt to gain a few yards on restoring the Right to arms originally intended for Tennesseans. HB 2554 as amended, ( and I know the State web site still does not show the amendment I shared earlier but it WAS filed, they may try to call it "untimely filed" so they do not have take it up at all) is up in Civil Justice Subcommittee on Tuesday, Why it landed there is simply the result of the Speakers prerogative, it should in fact be in Criminal Justice, but there would be a lot better chance of it getting our of committee that way, and the Establishment does not want to level up The People with the Heat... I am going to break my standard and actually testify on it. I at least want to have video that these committee members know the facts of the bill before they whisk it off to never land. Two TN Supr3eme Court cases say that off duty officers are merely civilians, and as the legislature has said the cost charged by the Dept. of Safety to train and license you to carry a handgun with the enhanced Permit is sufficient to allow one to to walk among their fellow Citizens, we should be able to do so where3 any other Citizen can... HB 1735 is up in Civil Full on Wednesday, I hold no hope that it has any chance of passing in that committee, Reps Farmer, Garrett, Russell and Curcio will see to it that it does not pass. And finally, HB 2524, arguably the best of all the bills this year, by our Hero Jerry Sexton presents Wednesday in Criminal Sub. I also intend to testify on that one, I want the State to know that the Biden Administration held up Tennessee as the Posterchild of gun control in the New York Rifle and Pistol Club v. Bruen case before the Supreme Court this last fall. In oral arguments the Solicitor General Brian Fletcher (at 1:27:58 https://www.oyez.org/cases/2021/20-843) pointed out that Tennessee passed a law making it a crime to carry a firearms sans being LE, and it is still on the books today. If we have sitting legislators in the Republican Party that are good with this, they need firing. GOA and TFA are having their joint lobby day on Wednesday, I would love to have some 2nd Amendment enthusiast show up to counter the hordes of Moms Demand Action Bloomberg acolytes that are always there and ever present in large numbers, but am not holding my breath.

This is in my opinion, the worst handling of a bill by a subcommittee in recent memory. I was sitting in the room, and the committee members were all engaged in other things besides the business at hand. Some person came in with a sheave of papers evidently requiring signatures at the onset of the committee being called to order and as the chairman calls the first bill on the calendar the intend member to second the bill to life is busy signing documents instead of paying attention. Over 7 minutes from start to finish, with the bill being gaveled dead... Thirty-seven (37) States allow their non -criminal Citizens to bear long arms without a permit, another two (2) allow open carry of loaded long guns with a permit. Seventy-eight per cent (78%) of the States allow this Right to be honored in their boundaries, to bear arms for the defense of State and person. Yet, even though we pay the Legal Department to write bills via our taxes, we can not even get a discussion as to why the Patron State of Shooting Stuff is not counted in that number... https://youtu.be/jxTNxi3KVFw This bill is supposed to be re-calendared for next Tuesday, the LAST committee hearing for the year, the members must needs morph to candidates and they can not grift money whilst in session... Here you will find the makeup of Speaker Cameron Sexton's appointed committees which hold sway over every piece of 2nd Amendment legislation that attempts to move though the General Assembly. The representatives elect the speaker from their midst, and arguably, that position is the most powerful person in the government, as the house is supposed to be in charge of the budget, which is the mother's milk of all things bureaucracy. (See Tennessee Constitution, Separation of Powers) The Speaker then appoints, at his will alone, the chairs and members of committees. The Clerk of the House assigns bills to the various committees. Understand that nothing ascends or dies in the House without the Speaker's nod yes or no. If a Chairman or committee member displeases the Speaker they can be removed at the Speaker's whim, like at will employment, there need be no justification by law, as evidenced by the removal of Rep. Bruce Griffey last year from all his committee assignments, then reinstatement once the knee was bent. It is the Pontius Pilot gambit, the Speaker can maneuver all things in legislation and all the while, stand at the bowl and lave his hands and declare that the committees are at fault, and the Caucus could do nothing about particular legislation as they never had a chance to vote on it up or down. That being said, notice the familiar names on these two committees. I am not calling any specific person out but it is informative to see the repetitious placement of select individuals in all four committees.

Tennessee has an exception to the crime of "carrying with the intent to go armed" (TCA 39-17-1307) permitless carry, for some people some places, it is age restricted to 21 and older unless in military or honorably discharged. It is restricted to certain places, statutorily listed as no schools, parks or greenways, wildlife refuges, court rooms, etc., and any place posted. It does not include long guns. All types of permits, and, under the governors last year passed permitless carry, are either defenses against prosecution, exceptions if you meet criteria or exemptions. None has removed the criminal aspect of any person other than LE carrying a loaded firearm off their personal property. Since 1821 in Tennessee: 39-17-1307 (a) (1) A person commits an offense who carries, with the intent to go armed, a firearm or a club. (2) (A) The first violation of subdivision (a)(1) is a Class C misdemeanor, and, in addition to possible imprisonment as provided by law, may be punished by a fine not to exceed five hundred dollars ($500). (B) A second or subsequent violation of subdivision (a)(1) is a Class B misdemeanor. (C) A violation of subdivision (a)(1) is a Class A misdemeanor if the person's carrying of a handgun occurred at a place open to the public where one (1) or more persons were present.

People are too lazy to call or get involved. What they don't get is a lack of support for these bills this year, guarantees that nothing will EVER get changed. Good job sluggards.

That is the question...the answer lies in the term allegedly, a few are really conservative, fewer of them pro gun rights. The power lies in the bureaucracy and they control the agencies and run the State, because, too many sit on their rear ends and do not contact their elected employees, or, fire them when needed. Everybody keeps electing the same flecks of smegma because they bring the bacon home, Civil Rights be damned. The masses want someone else's representative gotten rid of, and will not work to remove their own. In truth, lethargy and sloth are to blame.

This week is the single most important of the session with regard to 2nd Amendment restorative bills, as well as gun control initiatives. We as a populace have the opportunity to advance the return to Right to keep, bear and wear arms as intended by our Founders, or sit on the sidelines and let the Department of Safety have their way. Every good piece of legislation is being opposed by them. If you want to join 39 other States that allows long guns to be legally carried (Grills' HB 1898), then now is the time to call every member of the Civil Justice Sub committee, and the one that makes operators responsible for your safety if they deny you the ability to carry a legal firearm on their property (HB 2770). We can measure the friends we have on that sub committee by their votes this Week. Todd's 1735 lowering the age for permits to 18 (HB 1735) is up in Full Civil Committee and appears to be going down due to Department of Safety obfuscating facts, telling committee members we will lose reciprocity with 21 State if it passes, which is a complete falsehood, and anyone who can read and do math on an 8th grade level can see that from looking at their website. I called all of the full committee members offices yesterday with a summary of the facts of that. why Safety feels the need to interject itself into our Constitutional Rights is beyond me... The flow chart is the People in charge, who hire legislators to pass laws that the various tax payer paid departments are supposed to enforce, The Sheriffs, Chiefs, TBI, DAs and Department of Safety are simply our employees, given power to enforce laws by the People, they are NOT hired to be our rulers. With this being an election year, and every Representative with a new district, we have the best chance in a long time to be effective in contacting them. Honor your Article 1 Section 23 obligation to instruct your Representatives and contact them now.

The entire legislative session will boil down to the next three weeks. If you want to make a change in Tennessee laws, get up and get to the legislature. Moms Demand Action (Soros/Bloomberg) fill the entire committee room every session. One, maybe two Tennesseans in favor of your Rights are there. If you don't show up, do not complain later.

It is important that as many as can, contact his office and let him know your thoughts. As a member of the Civil Justice sub committee, he not only represents his district, but the entire State. Members of the GA take that responsibility on when they accept appointments to such committees. If he is not publicly chastised he will be emboldened. We have important bills in his sub committee and full committee this week, he needs to be contacted, often...
