  1. Yarbro, Stevens and Mike Bell for Senate, Goins, Harrison and I can not see who else is there for House, but I think it is Curry Todd.   Oh no, Beth sent us Rep. Love from Nashville, not Todd.
  2. Parks HB 0995 in conference committee today at 1P.M. Room 30.  Not sure if it will be televised or not. Yep, up now.
  3. Giving the bill to Harrison instead of letting Goins run his own was the death lick.  From the time the "caucus" forced the change it was on life support, we will see what happens in conference, but I suspect that Haslam will have his way again, and will continue to until he is term limited out. He made sure his legacy will endure with the installation of his minion in the TN Republican Party Chair position (Haynes).

Bill Haslam's pick for the recently vacated post of State Republican Party Chair (Chris Devaney stayed on just long enough to keep Joe Carr from getting it) Ryan Haynes has won the secret ballot. We can forget about any help on firearms issues from the Liberal/Republican Party for the next 20 years or so...
  5. This what I heard last night.  The Sargent amendment needs to be stripped or the bill killed.  I think it is dead for the year.

The House Bill (HB0995 with the Sargent Amendment which put the school USE into play) currently IS the NRA bill.  It was given to the Speaker the last day bills could be put forth, and the speaker gave it to Harrison, (last year's Parks Bill Killer) and here we sit.  Harrison and Sargent are in the same office and I think, share the same dislike of guns. Till we get the NRA to understand that having a part time rep give a half a**ed bill to Leadership, (especially when that consist of Beth Harwell) we are not going to move the ball.

  9. Yes phiferran, back to Senate to see if it will get a motion to "recede" (concur with House version) if that passes then on to governor. If no motion to recede or if the vote on that motion fails, to conference committee. Then the Speakers of each House pick three members, normally one of which is the sponsor of the bill and two more to hash out a compromise.  One it leave the conference committee, no amendments may be made and only up/down votes at that point. A billcan come out looking like a two headed bastard version of the original...

And by the way, Mike Stewart is the sponsor of Amendment #13 on HB0995 (establishes a rebuttable presumption that anyone carrying in a park that discharges a firearm in the presence of or within the line of sight of children without just cause would be civilly liable for assault and an additional fine of $5000.)

  14. Just heard it might be on calender for tomorrow.  House can vote up or down, or send to conference committee, (coming out of conference committee, NO new amendments are allowed). If Madam Speaker picks Harrison and two more libs (remember, he killed Parks last year, NRA's new girl gave Madam Speaker this bill last day, and she assigned to Harrison, [hmmm] and made Goins drop his and sign on...) Ramsey puts Stevens (sponsor) and two of his henchmen, they completely change the bill in conference and we are done for another year. The idea of a fiscal note is hard for me to understand. Already have metal detectors at the entrance to LP.  May want to put up gates at every park entrance and install detectors...
  15. I concur, the LP already has a metal detector for everyone who enters, so no cost there. Signs don't have to be changed, because non permit holders are still precluded from carrying at the Capitol, those sings stay up, just do not apply, like at State Parks. Of course Bill Gibbons will gen sometning up...

House can also vote it down and kill the bill.  Folks I talked to up there that I trust and who SHOULD really know the rules (I was up there today) say there really are only two choices parliamentary wise, vote it up or down. They could do a conference committee and strip the amendment I think, but Yarbro may have stepped in it.  Several of the true conservatives say they have the votes to pass it in the form it comes back to them from the Senate, and the votes to override.  
  17. Uh, I think the legislature has limited that to $750,000.00 in toto a year or so back.  Part of that "Conservative" agenda in tort reform.

OS, I think, (Lord the trouble I get into for doing that) that 1313 was simply a very Ramseyesque attempt to clarify the so called guns in trunks law, and does not speak to the non permit holder at all. I suspect it just has not caught up with 1307, but there goes that thinking thing again.   And I will have them seek that answer ^^^^ as well.

  20. 39-11-611 says vehicle is the same as you home, business, curtilage, dwelling, or residence.  Vehicle (meaning any motorized vehicle that is self-propelled and designed for use on public highways to transport people or property), roads and parking areas in any "park" is "public" I would think, and as such is treated as your castle and under the vaunted "a person who is not engaged in unlawful activity and is in a place where the person has a right to be" dictum seems it would be allowed, but my thoughts and a buck fifty will get  you a cup of coffee...

  22.     Not aware of any "new" HCP laws regarding vehicles...last years change allowed "keeping" your legally owned or possessed firearm in a vehicle an individual has the legal ability to operate, whether you have a permit or not. Someone will correct me if I am wrong, but I believe you will be able to have a firearm in your vehicle if you can legally posses the firearm and are legally allowed to operate the vehicle in a County Park. That does not allow for carry on the person outside of the vehicle, UNLESS the municipality allows permitted carry, and one has a permit.
  23. No, see, he will simply appoint himself, the aged Lamar being of long tooth, he will drum up a bone in his leg, and voilà, instant Senator, no voters needed thank you very much.  Then, an incumbent stands a far better chance to be re-elected, and then the jump to Warp speed, the Presidency...

We have a supermajority in both houses of congress in TN to go along with the governor's mansion.  We passed far more restorative measures re Article 1 Section 26 when we had a Democrat for governor and a basic 50/50 split for the legislature .  The more one sided it gets, the less we get done in Tennessee. NRA loves Lamar Alexander, the only Republican Senator to vote against the permit carrier to be allowed to keep their lawfully owned firearm in a Federal Park. We shgould not back parties, bur rather principals, and individauls.
