  1. Actually, both the original Department of Interior rule and the Senate amendment to the legislation specify that state law must stipulate that carry is legal in such areas. Currently, Tennessee law does not. So the Governor could have some say over it.
  2. Yes, that is correct. True. Sorry. It is tangentially related, since someone had asked the question as to whether it was thought likely that, in light of the bill, more restaurants would start posting. The "profit-margin-on-liquor" point came in to support that most thought it unlikely restaurants would do so in this economy.

When I worked for the Alcoholic Beverage Control Board retail store ("state store") in Virginia in the late 80s, we sold restaurants a 750ml bottle of Jack Daniel's Black Label for the "restaurant/bar price" of $7.60. They turned around and got fifteen 50ml shots out of it at $4.00-$5.00 each...not a bad profit margin at all. Goodness only knows what it is now. That is why I suspect many restaurants will not post, but only time will tell.

  5. Governor Bredesen was born in New Jersey. My guess is that he will allow it to become law without his signature...that path represents the smallest expenditure of political capital for him. OMO, YMMV.

  13. Too many people in government today (from either side of the "aisle") seem to think that an apology is all that is needed to "take responsibility." Back in the day, "taking responsibility" meant that you paid a price, e.g., resigning in disgrace. Now, all it appears to mean (to me at least) is that a particular nit-wit gets fifteen seconds of fame on camera. I probably cannot fully understand how panicked our fellow citizens in New York were by such a sight, but I can understand that they were. This was not a shining moment for the current administration....

  17. How many other nations maintain trace data? That affects the outcome as well. My other question would be, how old are some of these firearms? 5200 firearms in a nation of almost 110 million people? I know crime is a problem in Mexico, but laying it at the feet of the people of the United States...we don't accept the logic. The demand for illegal drugs, I understand that as part of the problem. But I suspect there are users in Mexico, too.

Any Tennessee governor can do that (so can the President)...it is a way for them to signal their disapproval without overturning the will of the people as expressed through their elected representatives. Doing so will, they hope, not cost them or their party any votes in the next election--while still giving them an "I told you so" if the legislation results in ill effects.
  19. Lt. Governor Ramsey and Senator Ketron were at the rally in Murfreesboro on the square. I would estimate the crowd at around 500, but one of the speakers said the estimate was at 2000. Obviously, at least one estimate is wrong. It went well...very civil. ETA: Evidently, U.S. Representative Marsha Blackburn spoke before I got there.

  21. I tend to use Federal Premium Personal Defense in my semi-automatics, and various types of Remington cartridges in my revolvers.
  22. Legal Resources IANAL, but I am a public-school educator (high school), and this is what a lawyer has advised me. TCA 39-17-1309 outlines offenses for carrying firearms onto school property. The difference between the felony and the misdemeanor is "intent to go armed." If you follow "peaceable journey" rules--unloaded firearm in one locked container, ammunition in a different locked container, you are not demonstrating the "intent to go armed," although no court in Tennessee has actually defined what that means in this case. If you leave it in the car in the condition stated above (so you do not bring the felony into play) and do not handle it while you are on school property, you are not breaking the law. TCA 39-17-1310 outlines defenses to carrying weapons onto school property (even to the potential felony charge), but none of them would apply to a school employee on school business (e.g., such an employee is not on school grounds for the sole purpose of dropping off or picking up passengers). Note, however, that even though you are not breaking the law, I am unaware of a single school system in this state whose board policies would allow an employee to have a firearm on school property or at school events (except for ROTC or approved school clubs like trap shooting teams). If you are discovered with a firearm in your vehicle on school property, I will be absolutely amazed (and very happy for you) if your employment is not immediately terminated.
