If it is anything like an iPhone, just choose “add files” then pick photo library. Pick the photos you want and then once they are uploaded, you have to pick them again from the bottom of your post to put them in the body of the post. 
 

I have noticed that on my iPhone, I am often limited as to the image file size I am allowed to upload. I usually email the photos I want to myself so I can choose for them to be sent as a smaller file. Then I save them back to my photos and choose the smaller file to upload.

National Lab you say?   That immediately makes you a Smart Guy in my book, so this should be a piece of cake for you.

Natively your iPad photos are going to be WAYYYYYY larger than needed for TGO.  You'll need to upload them to a photo hosting site (Photobucket, IMGURL, etc.) and then just use the embed code they provide to link them into a post here.

I am using a special tag to show you the URL of a photo hosted on Smugmug...

Which I will then simply paste into the editor and it will show up as a photo below...
