Yes I think it would be overkill but if thats all you had and you didn't want to save the hides then yes you can shoot a coyote with a 7.62x54.

Like Sidinman said I would go with either a 204, 22-250, 223 or a 243. I prefer the 223 but thats just my preference. I have killed lots and lots of coyotes with my 223.
