URGENT - POSSIBLE VETO ON PARKS BILL!!!

Does the governor have to notify the House/Senate before the deadline if he vetos, or can he sign it (a veto) on the plane?

I would venture to guess that he doesn't actually have to be present to physically "sign" the veto. I would think that he probably has someone who can act as a proxy upon his command. Again, just a guess - which could be wildly wrong.

but didn't say anything about the governor being there.

if I read the Knox News Sentinel website correctly old Phil was a no show at the ribbon cutting ceremony.

And to add, I dunno, but I would think if he vetos anything he has to do it personally, can't have his secretary rubber stamp it for him.

Just received this in the email from the tfa alert. Hope its true!!!!!!!!!!!!

Legislative Action Committee

We have not seen the document yet, but we are receiving reports that the Governor has signed the HB0716, the parks bill. It is reported that he will likely encourage ALL local governments to opt-out. Clearly, doing so and them following through with it will lay the foundation for efforts next year to repeal that portion of the law in order to open all local parks state wide under the exercise of state pre-emption.

We have no word at this time regarding the status of other firearms bills that have been sent to the governor.

The result is that the fight for firearms rights now becomes a local issue. Nashville, for example, as the proposed bill to close Davidson County parks already on the calendar for Tuesday, June 16. We will need to be preparing to fight these battles in local legislative bodies statewide.

Hope this is true also, this has been frustrating. Nothing will stop memfrica from banning parks but I like the state parks east of them...:confused:

sooo local parks are included? We're having a family bbq at the park next to our local library just wondering if it will be legal now to carry.

according to the DNJ:

"A proposal to allow handguns to be carried in city or county parks in Tennessee has been signed by the governor. Democratic Gov. Phil Bredesen signed the measure Friday and it will take effect Sept. 1."

sept 1st? i didnt see a date in the bill. long guns is stated 7-1-09

the last line of the park bill is "This act shall take effect upon becoming a law, the public welfare requiring

it."

the last line of the long guns says "This act shall take effect July 1, 2009, the public welfare requiring it."

why cant everything be laid out in black and white?

Governor signs guns-in-parks bill

PUBLISHED BY CHAS SISK ON JUNE 12, 2009 IN POLITICS.

Updated 6:22 p.m.:

Gov. Phil Bredesen signed the guns-in-parks bill Friday, after a deal to exempt local parks broke down.

In a brief letter to House Speaker Kent Williams, Bredesen encouraged local governments to take advantage of a provision that lets them keep guns out of specific parks.

Separately, the governor told Williams that he intends to let the Tennessee Firearms Freedom Act to become law without his signature. That act says that the federal government has no right to regulate guns that are made in Tennessee and never cross state lines.

“This bill is not about firearms,” Bredesen wrote. “It represents a fringe constitutional theory that I believe will be quickly dispensed with by the federal courts.”

Update: Bredesen kept his signing pen busy as he boarded the plane for his weeklong trip to Europe to sell the state’s solar initiatives.

The governor also signed legislation that forbids handgun safety course instructors from requiring a Social Security number to take training and a bill clarifying that you don’t need a carry permit to keep your shotgun or rifle and ammunition in the same part of your vehicle.

Parks Bill -

State/National 'parks' are opening right as of today.

Cities and Counties can start to pass resolutions blocking local parks from carry starting today.

Local Parks which aren't subject to one of the above resolutions will be open to carry Sept 1st.

Long Guns -

Is law today, you can start to carry long guns tonight legally.

Senate amendment #3:

SECTION 1. Tennessee Code Annotated, Section 39-17-1307, is amended by adding the following new subsection (e):

(e) It is an exception to the application of this section that a person authorized to carry a handgun pursuant to § 39-17-1351, is transporting a rifle or shotgun in or on a privately-owned motor vehicle, and the rifle or shotgun does not have ammunition in the chamber. However, such a person does not violate this section by inserting ammunition into the chamber if the ammunition is inserted for purposes of justifiable self-defense pursuant to §§ 39-11-611 or 39-11-612.

SECTION 2. This act shall take effect upon becoming a law, the public welfare requiring it.
