Yes, they are legal. You can own one as part of a collection, it can only be carried if you are a LEO, EMT, or Military. I have one that I bought at Hero-Gear that I carry on duty, I carry a non-automatic off duty to avoid any hassle.

You are 100% right Fallguy. You are only required to ID yourself. It makes everything much easier if you show a DL.

The plate is not linked to your HCP, only your DL is linked to your HCP. I can find out who the registered owner of the car is, and if he has a HCP but most officers simply run the plate before initiating a traffic stop.

Why are you griping about an officer who was very nice to you? An easy solution would be to wear your seatbelt and reduce your contact with police officers. I don't think you are going to have any success with changing the current law. If an officer is not allowed to disarm someone, that compromises officer safety.

The best advice I can give is to get all the training you can. Simple kits are the best, many times your shirt and pressure will do a better job than a fancy kit. Like some have suggested, taking a CPR course is the absolute minimum. Holding pressure on a wound would seem to come natural to a person, but it does not. Most people I see that are shot or stabbed don't think to hold pressure. I have rarely seen bleeding that is not partially stopped by firm pressure.
