I think it is basically this. It has been $200.00 to manufacture or transfer any of those N.F.A. items, including machine guns. The NFA 1934 determined this.

In 1986, everyones favorite pro-gunners Ronald Reagan and the NRA passed FOPA. It made some things "better" but also restricted the manufacture of machine guns by civilians. Pre-86 things already on the registry already can be transferred.

Of course, you probably already know all of that.

But it's like this. Piece of paper A tells you it is $200.00 to pass go, and piece of paper B tells you that passing go is illegal.

I got how NFA works from a end user standpoint. I didn't think manufacturers paid $200 to make each machinegun. 

Of course a form 1 or form 4 is $200 for a DD. A form 4 is $200 for a pre 86 machinegun. The language says "make".

I don’t care about the 200 dollars, I care about the pita process with the ATF and all the legalities of ownership. If I want to take my sbr into another state for a class, I shouldn’t have to ask permission.

SOTs do not pay a tax to manufacture each NFA device. Not MGs, not DDs (if they are a DD mfgr), not SBRs or anything else. The SOT is 500 dollars per fiscal year. Special Occupational Taxpayer is what it means.

blah blah blah, a bunch of bitching and whining is what I see. Repugnicunts can always snatch defeat from the jaws of victory. Always. 

I got my first FFL in 1988 and TRUST ME Campers! I never thought I'd live to see the NFA "on the ropes" as it currently is.

GOA is hammering away at the rest of it because the Excise Tax provisions are the ONLY legal principle which has kept the NFA from being utterly demolished in Court.

It might take a couple years, but the suit is already filed in the Northern District of TX, which has been very very pro-2A, and I expect them to issue an injunction quickly. Then it'll get fast-tracked to SCOTUS.

FINGERS CROSSED, somehow the Hughes Amendment can be eliminated through some legal wrangling as well.

"We didn't get what we wanted". Blame Thune. He's always been a milquetoast pussy. He could have fired the Parliamentarian, but THEN AGAIN so could "I'm a MUH-RHEEN" Vice President Vance.

PLUS, the number of IOIs is being reduced by 2/3rds, AND, from what I read, barrels will be returning to parts kits...this is huge. There was no need to start chopping them up, except that ASSCLOWN former AG under W, a gun hating Pedro, and former SWAT cop decided that by some retardation that the barrels were "bad" in parts kits.
