First to admit I know absolutely nothing about opening and setting up a range. But that design, with pistol ranges pointing inward to other ranges gave me a bit of a shiver. Just my first thought. G

Second the NRA. their course in range development is mandatory pretty much.  Insurance will not touch you with out using their range development plan.  I was a member of a club In San Diego CA years ago, it had been there for over 50 years and many times we had to have the NRA out to certify the range for insurance and complaint reasons.  We were there before the neighbors, but their complaints still caused us troubles....
