State Sen. Joseph Griffo, R-Rome, told the station that individuals who harass police officers "create situations that can lead to injuries" and "deserve to pay a price for their actions daring to excercise their right to free speech and not bowing down to the representatives of their masters."

Fixed it for them.

I see problems with this.

One flipping them off could annoy them and that has already been rules protected speech.  Just an example.  I won't do it.

Heck, asking them anything might annoy them.

Unless they flip you off from a vehicle, and then it's a charge of "Improper Signal."

Did you read the TEXT?

--A bill making its way through the New York state legislature would make it a crime to annoy a police officer by subjecting them to physical contact.

Physical contact is OK by me.   Verbal etc is not.   Touching a LEO to harass them because you do not like LEO's should indeed result in arrest.  Felony is a bit harsh but I can live with it.   The guy giving the LEO a wedgie could very well be the reason it took the officer an extra 10 min to get to someone's home to stop an assault....

I thought that intentionally "touching" anyone without their permission constituted at least "simple assault" which is already illegal in most places isn't it?

Is a new law really required for this, even in NY???

Not really. Depending on the jurisdiction, of course, it has to be a touch meant to be offensive. Touching someone's arm as they pass by to get their attention to ask a question, for instance, would not be 3rd degree assault. Poking them in the chest or grabbing their arm firmly would be a different story. This is why provoking words usually accompany such determinations.

No new law is required, but it IS New York.
