Common sense would say yes.

I have heard of some ranges with range officers that say that any and all brass becomes range property once it hits the ground.

I have also heard of brass thieves being so bad that they get it as soon as it hits the ground and they say once it hits the ground it fair game.

Personally I wouldnt go to a range where either situation happened and Id do my best to talk anyone and everyone out of ever going there again

Ummm yeah...Me thinks we need more details.

Brand new box of PMC,we would ask you not to take your brass home,we resell it to remanufacturers.So I decided just to take my ammo home.All these new rules these ranges are coming up with kinda puts a damper on a person.I probably have more time behind a press than some have been alive.

I would ask that they kiss my brass. I'm taking my brass with me when I go. If they don't like that, I'll gladly find another range to give my money to.

OR, after everyshot you can use ninja reflexes to catch the brass before it hits the ground. I have done this with ejecting shotgun shells, never with brass. I imagine it's alot harder to catch brass from a pistol, but can you imagine how impressed your friends will be???

Sounds like the owner is a former government or bank employee. Take your money for promissed services and then try to force you to pay another hidden fee/ tax for the privalige of giving them business. I do not frequent commercial ranges often do to the attitudes and safety issues. I've been shooting for over 50 years, on military, law enforcement, government and commercial ranges. Invariably whithin one to five visits There is an issue that will cause me to not return. I presently do not reload but still collect what brass I shoot. I always clean up around my firing point and sometimes the ones around me If they have been used and left trashed. This is a common courtesy, that as we know is not very common.

Good luck in finding a better venue for practice and watch your six.
