I had 2 single stage presses before my first dillon. Still use them equal amount of time as the dillons I have now. All precision rifle and rifle load development is done on singles or turrent. All pistol and rifle training ammo gets cranked out on one of the dillons. Get the 650 learning curve will be steep and possibly aggravating, but you will get through it. May not be the best time to get one though .

  Save your self some money, I have shot around 13,000 of his pulled bullets in the last 14 months and they will hold under 2 - 2.5 moa. (shooting with aimpoint)  er,ah ....disregard.... they suck....don't buy them, I need more.

You can also write a letter asking for a variance. (do it after you get your form 1 back) I have one registered in 556, and the variance letter from ATF states that it can be used for 9mm also.  It took longer to get a variance than what the form 1 took.  Almost 6 weeks back in 2004.

Dillon super 1050, you won't even know it was there. Used a Dillon swager for years and works great
