Like Ohshoot mentioned similar EO's have been issued.  We'll just leave the discussion of who issued them for another time.   An Executive Order will stand until challenged.  Just like laws passed by Congress.

You can't even stick a .357 magnum cartridge in a .38 special handgun.  The case is longer for that specific reason.

I don't see why not but we are now in a whole new era of banning.   In '94 no firearms were actually banned. There was a ban on importation of certain makes and models, that still in many ways stands, so people started building them here, like AK's.  A combination of certain features was banned for any new production guns and new production mags over 10 rounds were banned but everything else was grandfathered.   There is no way of knowing right now what exactly is going to happen.

To initially sight it in run the rear sight all the way down until it stops then bring it up about 8 clicks.  That usually gets you set for about 100 yards with  some minor adjustments for a classic "pumpkin on a post" sight picture.

I don't know that there is a set amount but if you are turning around 8 guns a month for 3 years that will obviously raise some eyebrows.
