Just went through this myself. You can renew your license online or in person but can only renew your permit at a "full service" center. You can update it online though with just an address change but can't get a new card that way. At least not that I found.

We have Miller MIG, GTAW, and stick welders at work and Victor torches, never had any problems out of any of them. Personally I have a Lincoln mig and for what I do at home as hobby I can't complain. As already mentioned above, skip flux core and go with gas and solid wire. Your welds will come out many times cleaner with less junk for you to clean up.

Only time my 43 has been hard was with one of those Clip It backplates, jammed it up like no other. If you can, you might also try disassembling it to make sure everything is where it should be.
